The Minutes of the Parish Council Meeting held in the Carter Institute on Monday

18 November 2002 at 7:30pm

Present – Chairman Cllr James & Cllr’s Cole, Willmer, Gaertner and Harris and District Cllr’s Gray & Phillips

508 Apologies – were received from Cllr Jackson, & County Cllr Hayward

Declarations of Interest – none received

509 The Minutes of the Parish Council Meeting held on the 21 October 2002 were read and signed as being correct after the following amendment

Page 57/02 – minute 484 - Buses - delete ’had’ insert ’will be’

510 Proposed Delegation of Clerks Duties – Prior to the meeting a list had been drawn up and circulated, further discussion took place and an amended list agreed – Page 67/02

Matters Arising

511 Minute 455 – Village Clock – Wiring still o/s – Cllr Cole had received no response from local electricians. The residents on site had offered to get the work completed in their name and the Parish Council agreed to re-imburse the costs involved.

512 Minute 456- Annual Inspection and Clearance of Village Ponds – matter still o/s - Cllr James to action

513 Minute 457– Status of Path around Lower Green - still not resolved. OALC & OCC dealing.

514 Minute 458 - Small Playing Field – Cllr James updated the Councillors on recent developments, nothing yet finalised.

515 Minute 459 - Village Signs – Flaking Paintwork – Cllr Willmer confirmed that the work was complete - NFA

516 Minute 460- Lower Village Green –Dead Trees – Cllr Cole had contacted Francis Barber and a list of outstanding work was to be drawn up.

517 Minute 462- Speed Restrictions – Mill Lane – Cllr Willmer reported that he had sent a letter to OCC Highways on the various matters from last months meeting, however this letter had not been received by OCC and he had been asked to resend. Matter o/s

518 Minute 463 - Safety Reports –

Causeway Path from Bakery Lane to Foundry House – Added to Francis Barber’s list to action - Cllr Cole dealing

Wire Inner to Litter Bin on Top Green – completed NFA

519 Minute 464 - Trees near Bakery Lane on Registered Village Green –Southern Electric (SEC) – Cllr Harris to contact – still o/s

520 Minute 465 – Public Liability Insurance for Volunteers – Cllr Cole still waiting on guidance regarding the code of conduct for volunteers, working on behalf of the Parish Council – o/s

521 Minute 467 – W2002/1150 – Installation of LPG Tank & Repositioning of Garden Fence at 34 Mill Lane, Clanfield - still no decision notice received.

522 Minute 470 - Village Maintenance - Allotment Pump - Francis Barber to be asked if he had any knowledge of what the problem was and how to repair it. Matter still o/s Cllr Cole to add to list for Francis Barber’s attention.

523 Minute 471 - W2002/0595 – Erection of Stable Block, Including Tack Room and Hay Store on Land Adj to Hunters Court, Bampton Road – Amended Plans – permission refused – contrary to policies BE3,BE14 & CO7 of the West Oxfordshire Local Plan - see planning file

524 Minute 472 - W2002/1457 – Re –Slating Rear Roof with Cardinal Cast Imitation Stone Slates at The Pound, Pound Lane, Clanfield – Permission refused – contrary to policy BE14 of the West Oxfordshire Local Plan - see planning file

525 Minute 473 - W2002/1354 – Removal of Existing Garage & Erection of Two Storey Side Extension, Erection of Rear Extension, Conservatory, Garage & Two Loose Boxes at Hurley, Bampton Road, Clanfield – Granted by the planning authority

526 Minute 474 - ORCC – Parish Plan Grants – See under page 64/02 Minute 543

527 Minute 475 - OCC – Speedwatch - Mini Gatso - Cllr Willmer reported that the contact on the OCC was away on long-term sick leave, however they would contact the Parish Council, when they return to work. Still o/s

528 Minute 476 - Safety Reports – August 2002 – the loose granite sets which had been reported, were repaired, however it was noted that there were several other places within the village where these had become loose. Cllr Willmer to write to OCC highways explaining and asking that someone inspect. Letter sent see Page 61/02 Minute 517

529 Minute 477 - Allotment Rents –Matter still o/s.

530 Minute 479 - Scrap Metal Dumped on the Withy Beds – reported that this had been removed - NFA

531 Minute 485 - The Carter Institute Management Committee - Cllr James had received a request from the Chair of the Carter Institute Management Committee, that as Cllr Jackson was unable to attend meetings called at short notice, because of his work commitments, would the Parish Council like to appoint a new Cllr to the committee. Cllr Jackson was happy to step down and Cllr Willmer volunteered to take his place. Cllr Harris proposed that the parish council accept Cllr Willmer’s offer, seconded by Cllr Cole – vote unanimous.

532 Minute 486 - W2002/1592 – Erection of One Dwelling Adj to 40 Pound Lane, Clanfield – Outline Planning – Viewed and discussed – no representations made or received – no decision notice to date

533 Minute 487 - WODC – Parish Link – Jubilee Bench – had now been sited - NFA

534 Minute 488 - OCC – Consultation – Oxfordshire Care Homes – It was agreed that Cllr James should respond – actioned - NFA

535 Minute 489 - OCC/Halcrow – Review & Questionnaire – Inter Urban Transport Networks & Bus Shelter Management – Cllr James reported that he had completed the questionnaire - NFA

536 Minute 491 - OCC New Magazine – Cllr Gaertner had calculated that at a cost of 13p the overall cost would be in the region of £30,000 to circulate to every household in Oxfordshire. Further discussion took place and it was agreed that with the present increase in these glossy reports and magazines that Cllr James should respond to the OCC on this matter, pointing out that with the predicted increase in Council Tax and cuts in Services, was it prudent for the OCC to be spending so much on the presentation of these reports and consultation documents.

537 Minute 492 - WODC – Area Forum Meeting – 2nd December 2002 – Cllr’s Cole & James to attend

538 Minute 496 - Thames Valley Police – Race Equality Scheme Info – Cllr Gaertner gave a short report to the meeting covering the main points under the Race Relations Act 1976

To eliminate unlawful racial discrimination

Promote equality of opportunity

Promote good relations between different races.

539 Minute 498 - West Oxfordshire Network Information – Cllr Gaertner to attend a meeting on this on the 27 November, and will have more details next month

540 Minute 501 - Safety Reports – September 2002 – Cllr’s had inspected their areas and the following concerns were raised

Marsh Lane – Potholes and verges dropping away – Cllr Willmer to report to OCC Highways again – letter sent - work o/s

Pound Lane – (by pump station) - Broken Manhole Cover - Thames Water – Cllr James to report – actioned – work o/s

Kerb Stones – various locations – to be reported to OCC Highways – Cllr Willmer – letter sent – work o/s

541 Minute 502 - Playing Fields

ROSPA Report – Cllr James read through the report received highlighting the medium/high risk areas that needed attention – Working party re-arranged for

23 November at 8 am

Renewal of Lease – The matter was now in the hands of the solicitors to draw up the lease

542 Minute 506 - Lawn Mower Quotes - Cllr James dealing

Presentation by ORCC on Parish Plans

543 – M/s Jacky Simpson of the ORCC reported to the meeting on the merits of

conducting a Parish Plan and the grants available to the Parish to help with the costs of this initiative. The main idea being that a questionnaire is drawn up to ascertain what the parishioners would like to see happening in their village and the direction forward for the village in the next 5 years, with regard to transport, housing, amenities etc. Once the data has been collected and analysed, an action plan is drawn up which the Parish Council should adopt. The ORCC in conjunction with the Countryside Agency will support and help the process throughout. 25% of the costs have to be funded by the Parish, however only 5% of this is in cash; the rest can be voluntary time in kind. Whilst the Parish Council would make the initiative to undertake this venture any steering group could be appointed to implement it. The Parish Council agreed that this would be a useful exercise and to look into it further – to be added to the January meeting’s agenda - Other Proper Business - for further discussion.

Representatives Reports

544 West Oxfordshire District Council – District Cllr Fred Gray updated the Parish Council on the following

WODC Housing Survey – this was now in the public domain – there was a significant shortage in low cost housing in the district and approximately 2000 people, in need of housing, on the housing waiting list. He reported that there had been a lot of discussion on how to improve the situation with house prices continuing to rise and young people not being able to afford to live in the district.

Rural Bus Service – now in operation – there had been a few problems with the connection at Bampton, however feedback from Clanfield residents who use the service was positive. District Cllr Gray offered that anyone experiencing problems or with comments could contact him.

RAF Brize Norton – District Cllr Gray confirmed that the airbase was earmarked for expansion, however he had been assured that the noise levels from practise flights would not be raised significantly as simulators were to be installed.

548 OCC- Review of County Council’s Rail Aspirations – Some discussion took place – Cllr’s felt the answer to the problems, in the short term, would be a dual carriageway on the A40 with better access at the Marcham bypass. Cllr James to respond

549 OPFA – October Newsletter & Annual Report – Cllr James read extracts of the newsletter to the meeting. NFA

Financial Report

564 Cllr Cole presented the following report showing the bank balances and the receipts and payments: -

Budget for 2003/04 – Cllr Cole had prepared the projected budget figures for the next year, which he circulated and reported on. Page 68/02 - taking into account the expected increase already predicted by OCC in the Council Tax for next year, Cllr Cole proposed that the precept for Clanfield Parish Council remained unchanged at £9000. Seconded by Cllr Harris, vote unanimous.

Other Proper Business

565 Safety Reports for November 2002 – the following areas were reported as in need of attention

Abandoned Car - Marsh Lane – Cllr Harris to action

Crumbling Road Edges – Opposite Langley Farm – Cllr Willmer to action

566 Playing Fields

Shelters – discussion to be deferred until decision made regarding the Parish Plan – Cllr’s felt that this was the sort of initiative that could be on the questionnaire to ascertain the parishioners views

Maintenance

· Surfaces – Cllr Gaertner had obtained a quote of £45 per square metre for a surface, all inclusive with a 5 year guarantee. Cllr’s decided to measure up the area and prepare a costing for the next meeting.

Junior Playing Field – discussion deferred – as above

567 Annual Charity Payments – see Financial Report –Page 65/02 - Minute 564

568 Christmas Presents – Cllr James to organise - Patrick Edwards - for voluntary grass cutting of playing field and Richard & Rosemary Pocock for storage of village mowers.

569 Proposed Date for the December Parish Council Meeting –

16 December 2002 already agreed

Any Other Business

570 Cllr Willmer offered his apologies that he would be unable to attend the next two meetings Dec/Jan. Cllr Gaertner to prepare the report for the ‘What’

571 Inconsiderate Parking – High House Access – reports received that vehicles parked in the access drive of High House were blocking the view of motorists exiting from High House Close onto the Main Street. Cllr Harris to action.

572 Overgrown Hedges in Pound Lane – Complaint received from parishioner that these hedges could have the power cables down if not attended to. Cllr Harris to approach the landowners.

573 Vehicle Exit from Windmill Farm Centre – Complaint received that vehicles were not slowing down sufficiently when using access across the footway onto the Main Street. Cllr’s discussed this matter and agreed that Cllr Harris should initially contact the owners to see if they had a solution to the problem. Signs were already in place, however they appeared to have little effect. The Parish Council wondered if rumble strips or speed humps could be installed in the access.

Having no further business to discuss the meeting was closed at 9-30pm
