Annual Parish Council Meeting 2002

 

 

The Annual Parish Council Meeting was held in the Carter Institute on Monday 27 May 2002

at 7:30pm

Present - Chairman Cllr James, Cllr’s Cole, Willmer, Jackson and Harris,

District Cllr’s Phillips & Gray & County Cllr Hayward

Apologies – were received from Cllr Gaertner

Statement by the Clerk – In view of the fact that Cllr’s Willmer, James & Jackson had not completed their Register of Members Interests to date, they were technically in breach of the model code of conduct recently adopted, having spoken with the monitoring officer at WODC the advice given was that providing the remaining Cllr’s were in agreement, the breach could be minuted and the meeting continue. Cllr Cole proposed that this information was noted, seconded by Cllr Harris.

246 Election of Chairman – Cllr James – proposed by Cllr Cole – seconded by Cllr Harris – vote unanimous.

247 Signing of Declaration of Office – Cllr James agreed to accept the office and signed the declaration form.

248 Declarations of Interests – None received

249 Election of Vice-Chairman – Cllr Jackson – proposed by Cllr Harris – seconded by Cllr Cole – vote unanimous.

250 Election of Financial Officer – Cllr Cole – proposed by Cllr Harris – seconded by Cllr Jackson – vote unanimous.

251 Election of Transport/Road Officer – Cllr Willmer – proposed Cllr Cole – seconded Cllr James– vote unanimous.

253 Minutes of Annual Parish Meeting held on 15 April 2002 for Approval – The minutes were read through by the Councillors and approved. The Chairman’s Report - Page 19/02 was not yet ready for inclusion.

read and signed as being correct

Matters Arising

256 Minute 188 – Village Clock – Wiring still o/s – Cllr Cole reported that Chris Duxbury would be attending to this shortly.

257 Minute 189 – Large Playing Field – Creation of Rear Entrances from Mill Lane Properties – Cllr Jackson reported that the letter had been compiled and would be despatched shortly

258 Minute 190- Annual Inspection and Clearance of Village Ponds – Cllr James had contacted the Environment Agency who had promised to take a look at the ponds in the New Year – matter still o/s

259 Minute 191– Transport/Road Issues –

a) Sewerage Backup in Main Street– Monitoring

b) Thames Water -Manhole cover on the Black Bourton Road (4102) – New Type Sealing Plate. –letter received – sealing plates not suitable however re-lining and investigations still being undertaken

Damaged Drain in Car Park at Queens Crescent –Drain made safe - o/s resurfacing work – subject to budgets.

260 Minute 192– Lower Green – Potholes on Access Path around The Green

Status of path around Lower Green still not resolved. OALC & OCC dealing. With all the changes in Local Council legislation being co-ordinated by the OALC the Clerk felt it unlikely that this matter would be resolved quickly. Still o/s

Scheme to Resurface the Withy Bed Lorry Park – Cllr Cole to chase up contractor

261 Minute 193 - Small Playing Field – Cllr James reported that he had been in

contact with The West Oxfordshire Housing Co, who now owned the land and was waiting on a decision from them – still o/s

262 Minute 194– Bank Erosion outside Tincknells – Cllr Willmer to chase up quote.

263 Minute 195 - Village Signs – Flaking Paintwork – Still no reply received Cllr Harris agreed to phone.

264 Minute 196- Lower Village Green – Report of Dead Trees – Cllr Cole reported to the meeting that the two trees in question had been removed by a parishioner and turf laid over area. After discussion Council agreed that these trees should be replaced as leaving one tree on its own did not enhance the area. Proposed by Cllr Cole, seconded by Cllr Harris. Cllr Cole to contact Francis Barber to carry out the work.

 

265 Minute 199- Dog Litter Bins – Cllr Harris reported that the bin had been sited in the lower end of the playing field. A further complaint had been received regarding dog fouling. The clerk had replied. Council agreed to another mention in the ‘What’ to encourage dog walkers to use the bins provided for their dogs excrement.

266 Minute 201 - Playing Fields –Renewal of the Lease on the Large Playing Field – see Other Proper Business

267 Minute 202 - W2001/1680– Demolition of Existing Storage Buildings and Erection of Four Terraced Houses at Stonecroft, Main Street, Clanfield. – Clerk confirmed she had contacted WODC and was informed that no decision had been made to date. Amended plans now received – Council viewed these and the Clerk was instructed to reiterate the previous representations. Stating that although efforts had been made these were not enough for the Council to support the application, and to enclose the latest letter received from Thames Water regarding the sewerage system in this area.

268 Minute 203 - Playing Fields – ROSPA - Report received – Working party had forked over the chippings and completed all outstanding work apart from the chains, which would be dealt with shortly.

269 Minute 205- Speed Restrictions – Mill Lane – Work outstanding awaiting authorisation from Dept of Transport

270 Minute 208 - W.07/02 – Application for Renewal of Consent for One Double Prefabricated Classroom Building (Ref.E034) for a Temporary Period of Five Years at Clanfield Parochial School, Main Street, Clanfield – Granted by Planning Authority - NFA

271 Minute 209- ORCC – Best Kept Village –see Other Proper Business

272 Minute 212 - WODC Skateboard & Wheeled Sports Facilities Info Evening –

25 February 2002 – Decision as to whether to investigate further the possibilities was deferred until a decision on the leasing of the playing field had been reached

273 Minute 214 -W2002/0319 – Internal & External Alterations to include Re-roofing with Clay Tiles at The Homestead, Main Street, Clanfield – Granted by Planning Authority - NFA

274 Minute 214 - W2002/0347 – Erection of Two Storey Rear Extension at 5 High House Close, Clanfield – Granted by Planning Authority - NFA

Overhanging Trees in Main Street – Cllr James dealing

Pathway outside 17 Mill Lane – acknowledged by OCC - work o/s

Kerb Drain Broken – outside 18 & 20 Mill Lane - acknowledged by OCC – work o/s

Large Dangerous Pothole left-hand side – just past lay-by & 30mph sign in Mill Lane – acknowledged by OCC – work o/s

Causeway Path from Bakery Lane to Foundry House – Cllr Cole dealing

Road Edges and Potholes in Marsh Lane and Stocks Lane – acknowledged by OCC – low priority – recent letter to some residents of work project in area (STW upgrade) – large vehicles would be using this lane – Clerk to find out more information and concern to be expressed regarding the possible increase in silt build-up in the stream alongside the lane. Situation to be closely monitored.

277 Minute 221 - Speeding Traffic – Further letter of complaint received – Cllr Willmer to investigate possibility of speed humps on Bampton Road entrance to village

278 Minute 223- Trees - Causing Concern

Westfield House – Cllr James reported that he had contacted the residents – situation to be monitored – work o/s

Pound Lane – Land near Churchyard – Cllr Harris reported that she had contacted the owners of the land and the matter would be addressed shortly – work o/s

279 Minute 227 - W2002/0595 - Erection of Stable Block, Including Tack Room and Hay Store on Land Adj to Hunters Court, Bampton Road, Clanfield – No decision to date

280 Minute 228 - OCC – Little Clanfield Carriageway Repairs- OCC notification of proposed repair work to the Little Clanfield road was noted - work o/s

281 Minute 238 - Safety Reports –Hedge at 32 Mill Lane - Overgrown hedge still causing concern - Cllr Harris dealing. Also reported to the meeting that the hedge at Laburnum Cottage in need of attention – Cllr Harris dealing

282 Minute 243 - Trees near Bakery Lane on Registered Village Green – Clerk reported that she had not received any information as to who carried out the work. After discussion the council confirmed that it was BT – Clerk asked to contact

 

Representatives Reports

283 Oxfordshire County Council – Oxfordshire County Cllr Steve Hayward apologised for not being able to attend the Annual Parish Meeting and gave a short report to this meeting covering the following

Cabinet Style Council – now in operation and he felt it was a success getting decisions made more quickly

Increase in Council Tax - 9.9% in OCC portion of the Council Tax and cuts in Social Services were needed to keep within budgets. Most cuts to be in respite care not elderly residential homes, as reported in the media. It was envisaged that Dr Barnardos and other Charities would be able to cover them.

Regional Planning – still grave concerns expressed at this proposal

284 West Oxfordshire District Council – The newly elected District Cllr’s addressed the meeting and asked that their names and contact information be printed in the ‘What’ for parishioners to contact if they had any concerns. They highlighted the recent letter from OCC regarding the review of the financially supported bus services and the rural bus services in this area in general, and urged the parish council to respond. District Cllr Gray was collating information from the other local Parish Council’s concerned

287 OCC – Review of Financially Supported Bus Services – Witney Area – Cllr James to respond by 31 May 2002, on behalf of the Parish Council

295 OCC – Oxfordshire Structure Plan - Info – After some discussion Cllr James agreed to respond and was instructed mention the travel problems in rural areas.

Financial Report

297 Report on Briefing held on 17 April 2002 – Cllr Cole gave an overview of the recent briefing he had attended regarding the new audit regime. The new format of the accounts would take the form of a four-page return. The Parish Council agreed that the Financial Officer should present internal management accounts to the Council to enable them to keep within budgets set. It was also agreed to defer the appointment of an internal auditor until the next financial year.

298 Parish Council Financial Statement and Accounts for Year Ending 31 March 2002 to be Approved – As the four page return had yet to be received from the audit commission, the formal approval of the accounts were deferred.

299 Cllr Cole presented the following report showing the bank balances and the receipts and payments: -

300 Insurances – Due for Renewal on 01 June 2002 - Cllr Cole had obtained quotes from Zurich Insurance to compare with the Cornhill, and he gave a short report to the meeting regarding the differences in the premiums and excesses. It was agreed by Council to accept the quote from the Cornhill signing a 3 year contract and receiving a 5% cut in the premiums due.

301 Signing of Bank Mandates – The new bank mandates were signed by the Councillors for the coming year.

 

Other Proper Business

302 Safety Reports – May 2001 – The safety reports were handed to the Clerk and the following areas were identified as in need of attention

The wire inner basket of the litter bin on the top green was missing – some discussion took place regarding the replacement and the Clerk advised that WODC would only provide the standard plastic replacement bin. Council agreed to look into other sources.

Tree unstable at bend on ‘S’ bends on Radcot Road – likely to fall on to the road – Cllr Willmer to action.

Other areas in Mill Lane and Marsh Lane highlighted had already been reported.

303 Playing Fields – Renewal of Lease – Cllr Jackson reported to the meeting that the present lease runs out on the 29 September 2002 and that there was no automatic right of renewal, therefore the Council needed to apply for an extension of the lease. Cllr Jackson dealing.

304 Best Kept Village Competition –Final round of judging would take place during the first week of June. Concern expressed regarding the cutting of the grass on the Upper Green – More volunteers needed – request to be placed in the ‘What’.

305 Replacing of the Weir Boards – subject to weather conditions – Cllr Willmer reported that this was being monitored

306 Permission for the Annual Fair on Top Green - Granted

307 Report on the Elderly Residents Party held on 18 May 2002 – Enjoyed by all who attended. Thanks were expressed to all who helped and took part in the entertainment

308 Her Majesty The Queens Golden Jubilee Party to be held on 3 June 2002 – Cllr James co-ordinated the final arrangements for the evening and reminded Cllr’s of their responsibility as organisors on the evening. Council agreed a £50 donation to the children’s entertainment being organised for the afternoon.

309 Proposed date of Next Parish Council Meeting 17 June 2002 – agreed – Cllr Jackson gave his apologises for this meeting and the July meeting, as he would be away on holiday.

310 Any Other Business – none received

Having no further business the meeting was closed at 9-50pm
