The Minutes of the Parish Council Meeting held in the Carter Institute on Monday

16 December 2002 at 7:30pm

Present – Cllr’s Cole, Gaertner and Harris and District Cllr Gray & County Cllr

574 Apologies – were received from Chairman Cllr James, Cllr Jackson,

Cllr Willmer & District Cllr Phillips

575 In the absence of Chairman Cllr James and the Vice Chairman Cllr Jackson, Councillor Cole was elected to chair the meeting – proposed by Cllr Gaertner, seconded by Cllr Harris.

Declarations of Interest – none received

576 The Minutes of the Parish Council Meeting held on the 18 November 2002 were read and signed as being correct after the following amendment

Page 64/02 – minute 544 - delete ‘was earmarked for expansion’ – insert ‘may have an increase in the number of aircraft stationed there’ and insert ‘and were in fact likely to reduce’.

Matters Arising

577 Minute 511 – Village Clock – Wiring still o/s – Cllr Cole dealing

578 Minute 512 - Annual Inspection and Clearance of Village Ponds – Cllr James had sent a report to the meeting that the ponds were to be dredged next September. He had also discussed the proposed dredging of the Brook with the Environment Agency and had been informed that £8500 was allocated in next year’s budget, however recent samples taken, from the Brook, had resulted in the classification being altered to waste, and therefore the sum required would be in the region of £64, 200 to dredge, and further samples were to be taken. Council agreed to add this item to the agenda of the next meeting, for further discussion.

579 Minute 513 – Status of Path around Lower Green - still not resolved. OALC & OCC dealing.

580 Minute 514 - Small Playing Field – WODC had noted the Parish Council’s request and will consider social housing for the site.

581 Minute 516- Lower Village Green –Dead Trees – Work o/s – Cllr Cole

co-ordinating with Francis Barber.

582 Minute 517 - Speed Restrictions – Mill Lane – Cllr Willmer reported that he had sent a letter to OCC Highways on the various matters from last months meeting, however this letter had not been received by OCC and he had been asked to resend. Matter o/s

583 Minute 518 - Safety Reports –

Causeway Path from Bakery Lane to Foundry House – Work completed – comments received on the width of the path were noted – NFA

584 Minute 519 - Trees near Bakery Lane on Registered Village Green –Work completed by SEC – Cllr Harris reported on feedback received from contractors

Parish Council is responsible for the upkeep of these trees and should report when they are touching overhead cables - noted

One tree is in a dangerous condition. Council agreed to contact Goodwood Trees to inspect and make safe. Cllr Harris to action

585 Minute 520 – Public Liability Insurance for Volunteers – Cllr Cole still waiting on the guidance regarding the code of conduct for volunteers, working on behalf of the Parish Council – o/s

586 Minute 521 – W2002/1150 – Installation of LPG Tank & Repositioning of Garden Fence at 34 Mill Lane, Clanfield - granted on 9 August 2002 - NFA

587 Minute 522 - Village Maintenance - Allotment Pump - Francis Barber to be asked if he had any knowledge of what the problem was and how to repair it. Matter still o/s - Cllr Cole co-ordinating.

588 Minute 527 - OCC – Speedwatch - Mini Gatso - Cllr Willmer reported that the contact on the OCC was away on long-term sick leave, however they would contact the Parish Council, when they return to work. Still o/s

589 Minute 529 - Allotment Rents –Cllr Harris confirmed that all rents had been collected and the letters distributed.

590 Minute 532 - W2002/1592 – Erection of One Dwelling Adj to 40 Pound Lane, Clanfield – Outline Planning – Viewed and discussed – no representations made or received – no decision notice to date

591 Minute 536 - OCC New Magazine – Cllr James had responded to OCC regarding the costs of the increased glossy presentations received.

592 Minute 537 - WODC – Area Forum Meeting – 2nd December 2002 – Cllr’s Cole & James to attend. Cllr Cole apologised that they had been unable to attend. NFA

593 Minute 540 - Safety Reports – September 2002 – Cllr’s had inspected their areas and the following concerns were raised

Marsh Lane – Potholes and verges dropping away – Cllr Willmer to report to OCC Highways again – letter sent - work o/s

Kerb Stones – various locations – to be reported to OCC Highways – Cllr Willmer – letter sent – work o/s

594 Minute 541 - Playing Fields

ROSPA Report – Cllr James read through the report received highlighting the medium/high risk areas that needed attention – Working party re-arranged for

23 November at 8 am - work completed - NFA

Renewal of Lease – The matter was now in the hands of the solicitors to draw up the lease - still o/s

595 Minute 542 - Lawn Mower Quotes - Cllr James dealing – o/s

596 Minute 546 - OCC Subsidised Bus Services – Complaints received regarding the service 18 to Oxford, which has to connect with the service 19 and the attitude of the drivers when asked to transport passengers to Clanfield that had missed the connection because the buses had been held up in traffic leaving Oxford. After much discussion District Cllr Gray, who is the transport representative on Bampton Parish Council, once again offered to co-ordinate all complaints and try and resolve them. Cllr Gaertner to be the contact person in Clanfield and to pass on all complaints to District Cllr Gray - matter to be monitored and reported in the ‘What’

597 Minute 551 - ORCC – Seminar – Community Funding – Cllr Gaertner to attend on the 2 December 2002 – not attended - NFA

598 Minute 554 - WODC – Good Practise Guidance for Cllr’s & Officers Dealing with Planning Matters – Cllr Cole to read and report to the next meeting – o/s

599 Minute 556 - Information on the Freedom of Information Act - Cllr James to read and report to the next meeting – o/s

600 Minute 560 - OALC Newsletter & Info- Contents read it was noted that there was an article on Vehicular Access across Village Greens and Cllr’s agreed to obtain a copy of the information leaflet – o/s

601 Minute 561 - OALC – Winter General Meeting – 25 November 2002 - Cllr Cole to attend – apologies not attended - NFA

602 Minute 562 - Carterton Town Council – Carterton Health Check Meeting - 7-30pm on 5 December 2002 – Cllr James to attend – not attended - NFA

603 Minute 565 - Safety Reports for November 2002 – the following areas were reported as in need of attention

Abandoned Car - Marsh Lane – Cllr Harris to action – done NFA

Crumbling Road Edges – Opposite Langley Farm – Cllr Willmer to action – o/s

604 Minute 571 - Inconsiderate Parking – High House Access – Cllr Harris had reported the matter to the police, who had inspected and considered that the vision on to Main Street was satisfactory - NFA

605 Minute 572 - Overgrown Hedges in Pound Lane – Landowners had agreed to cut back shortly.

606 Minute 573 - Vehicle Exit from Windmill Farm Centre – Cllr Harris reported to the meeting that the owners had complied with all planning conditions but had agreed to erect further signage on the right hand side of the exit and also on the boundary walls asking pedestrians to be aware of traffic.

Representatives Reports

607 Oxfordshire County Council – County Cllr Steve Hayward addressed the Parish Council on the following

Glossy Presentations – see Page 70/02 - Minute 591 – whilst he was sympathetic to the Parish Council’s concerns, under the Best Value Standards, issued by Central Government the OCC had to produce publications and presentations in this manner, he suggested that if the Parish Council wished to take it further that they lobby their local MP.

Predicted Council Tax Increase – Cllr Hayward gave a short presentation showing where the monies come from that make up the OCC revenue and where they are allocated, for the years 98/99 to 02/03. In conclusion it showed an overall reduction in the revenue support grant from Central Government, therefore OCC were finding it more and more difficult to supply services. He also warned that Thames Valley Police were in a similar position, where the monies available, from Central Government, were being targeted to high crime areas and not low crime areas, leaving TVP having also to increase their predicted spending to maintain services.

617 Cllr Cole presented the following report showing the bank balances and the receipts and payments: -

Precept – Forms still not received from WODC – Cllr Cole to notify with some urgency in case they had been sent to the wrong address.

Other Proper Business

618 Safety Reports – nothing new to report

619 Playing Fields - nothing further

620 Elderly Residents Function – Cllr’s agreed in principle, to hold this party again this year – Cllr Willmer to be contacted regarding the date – possibly early February 2003 and Cllr Gaertner agreed to co-ordinate arrangements.

621 Proposed Date for the Next Parish Council Meeting – 20 January 2003 - agreed

622 Date for the Annual Parish Meeting – agreed as 28 April 2003

623 Annual Parish Council Meeting – Possible date fixed for 19 May 2003 however it was felt that there was an election this year, which may dictate the eventual date.
