The Annual Parish Council Meeting was held in the Carter Institute on Monday 17 June 2002

at 7:30pm

Present - Chairman Cllr James, Cllr’s Cole, Gaertner and Harris,

District Cllr Gray

Apologies – were received from Cllr Wilmer & Jackson & District Cllr Phillips & County Cllr Hayword

Declaration of Interest – None Received

The Minutes of the Annual Parish Council Meeting held on 27th May 2002 were read and signed as being correct after the following corrections

297 remove last sentence "It was also agreed to defer appointment of an internal auditor until the next financial year"

299 Jazz band cost £330 and not £230

Matters Arising

311 Minute 188 – Village Clock – Wiring still o/s – Cllr Cole had spoken with Chris Duxbury who assured him that the work would be done ASAP.

312 Minute 189 – Large Playing Field – Creation of Rear Entrances from Mill Lane Properties – Only one response had been received by Phone from 52 Mill Lane. Cllr James to contact the parishioner to listen to their issues

313 Minute 190- Annual Inspection and Clearance of Village Ponds – Cllr James had contacted the Environment Agency who had promised to take a look at the ponds in September – matter still o/s

314 Minute 191– Transport/Road Issues –

a) Sewerage Backup in Main Street– Letter received from Thames water outlining the work being done at the Clanfield sewerage works. Villagers had also received letters reference the sewer between Wicks Close and the top pumping station being relined

315 Minute 192– Lower Green – Potholes on Access Path around The Green

Status of path around Lower Green still not resolved. OALC & OCC dealing. With all the changes in Local Council legislation being co-ordinated by the OALC the Clerk felt it unlikely that this matter would be resolved quickly. Still o/s

Scheme to Resurface the Withy Bed Lorry Park – Cllr Cole reported that this work was completed

 

316 Minute 193 - Small Playing Field – Cllr James reported that he had been in

contact with The West Oxfordshire Housing Co, who now owned the land and was waiting on a decision from them – still o/s

317 Minute 194– Bank Erosion outside Tincknells – Cllr Willmer to chase up quote. Still o/s

318 Minute 195 - Village Signs – Flaking Paintwork – Cllr Harris now had the phone number and would contact the supplier before the next meeting.

319 Minute 196- Lower Village Green – Report of Dead Trees – Cllr Cole reported that he had contacted Francis Barber and that they had agreed the work would be done in the

320 Minute 202 - W2001/1680– Demolition of Existing Storage Buildings and Erection of Four Terraced Houses at Stonecroft, Main Street, Clanfield. –No decision had been made to date. District Cllr Grey reported that the lowlands committee were looking to the possibility of referring it back to committee for a full review instead of a review reference the drainage only

321 Minute 203 - Playing Fields – ROSPA - Report received –The chains still needed attention

322 Minute 205- Speed Restrictions – Mill Lane – Work outstanding awaiting authorisation from Dept of Transport

323 Minute 209- ORCC – Best Kept Village –see Other Proper Business

324 Minute 217 - Safety Reports –

Overhanging Trees in Main Street – attended to

Pathway outside 17 Mill Lane – Awaiting OCC - work o/s

Kerb Drain Broken – outside 18 & 20 Mill Lane – Awaiting OCC – work o/s

Large Dangerous Pothole left-hand side – This was resolved when the top end of Mill Lane was recently resurfaced NFA

Causeway Path from Bakery Lane to Foundry House – Cllr Cole has asked Francis Barber to fill potholes

Road Edges and Potholes in Marsh Lane and Stocks Lane – acknowledged by OCC – low priority

Thames Water STW upgrade– large vehicles would be using this lane – Cllr Cole reported a large crane had gone off the road on the double bends at the start of Marsh lane, causing damage to the road and the bank, Letters to be sent the Thames Water, Gleesons (the main contractor) and King Crane hire the owner of the crane, in addition Cllr James would contact the site and ask if some immediate safety work could be done and a sign placed at the top green advising that Gleesons site traffic should not use this end of Marsh lane.

The wire inner basket of the litterbin on the top green was missing –Cllr Cole to identify a replacement.

Tree unstable at bend on ‘S’ bends on Radcot Road – likely to fall on to the road – Cllr Willmer to action. still o/s

325 Minute 221 - Speeding Traffic – Further letter of complaint received – Cllr Willmer to investigate possibility of speed humps on Bampton Road entrance to village still o/s

 

326 Minute 223- Trees - Causing Concern-

Westfield House – Cllr James reported that the work had been completed NFA

Pound Lane – Land near Churchyard – Cllr Harris reported that she had contacted the owners of the land and the matter would be addressed shortly – work o/s

327 Minute 227 - W2002/0595 - Erection of Stable Block, Including Tack Room and Hay Store on Land Adj to Hunters Court, Bampton Road, Clanfield – No decision to date

328 Minute 228 - OCC – Little Clanfield Carriageway Repairs- OCC notification of proposed repair work to the Little Clanfield road was noted - work o/s

329 Minute 238 - Safety Reports –Hedge at 32 Mill Lane - Overgrown hedge still causing concern - Cllr Harris dealing. Still o/s

Also reported to the meeting that the hedge at Laburnum Cottage in need of attention – Cllr Harris dealing still o/s

330 Minute 243 - Trees near Bakery Lane on Registered Village Green – Clerk reported that she had contacted BT but had nothing further, Cllr Harris to chase BT

331 Minute 286 W2002/0723 – Removal of Existing Conservatory & Erection of Single Storey Extension to East Elevation at Brookside, Langley Lane, Little Clanfield – Plans viewed between meetings – no representations received or made no decision still o/s

332 Minute 291 RAF Brize Norton – Invitation to Annual Reception – Cllr Geartner is unable to attend, he was requested to reply accordingly

334 West Oxfordshire District Council – District Cllr Grey reported on the planning application at Stonecroft see minute 320, he also advised the council that future Lowland planning meetings would be held on the third Monday of each month

338 OCC Take actions in west Oxfordshire seminar – no one available to attend

339 Rural Housing trust – seminar- no one wished to attend

343 Letter from Parishioner Peter W Langley, commenting on: -

a. The blocked drains outside 2&4 Mill lane – to be reported to OCC

b. Asking if fish could be placed in the pond in Marsh lane – the council will consider it

c. The amount of Dogs mess on the road verges on the Bampton road – this will be reprinted in the Clanfield What. Peter also asked to his status in respect of the councils insurance in this matter – Cllr Cole to investigate.

d. Information on the person dumping grass cuttings near Prospect house – driver of a Dennis Green Van –notice to placed in the Clanfield What

344 Letter received from two parishioners congratulating the council on the party held for the older parishioners in May

345 Booklet on Section 17 of the Crime & Disorder for Act 1998 a practical guide for town and parish councils

347 Cllr Cole presented the following report showing the bank balances and the receipts and payments: -

Other Proper Business

348 Safety Reports – June 2001 – The safety reports were handed to the Clerk and the following areas were identified as in need of attention

BT manhole cover in mill lane required attention (holes around side), letter to BT

349 Playing Fields – Renewal of Lease – Cllr Jackson reported to the meeting that he had been in contact with Christ Church’s agent Smith Wooley. A reply had been received indicating that Christ Church is willing to negotiate a new lease. These negotiations would start on Cllr Jacksons return from Holiday

350 Best Kept Village Competition –Final round of judging had taken place Cllr Geartner commented on the difficulty in grass cutting prior to judging due to the bad weather

351 Her Majesty The Queens Golden Jubilee Party held on 3 June 2002 – Cllr James reported that the party was a big success, even though some damage had been done to the marquee and the toilets. Many were suggesting that this event should be repeated, it was pointed out that attendances would not be as good if an admittance charge was made and that the work involved was done to a small band of people. Thanks were passed to these, including the cllrs, Paul Barnard of the Lamb at Buckland and Alan Crisp & Carol Hudson and their band of helpers.

352 Proposed date of Next Parish Council Meeting 15 July 2002 –

353 Any Other Business – none received

Having no further business the meeting was closed at 8-50pm
