Parish Council Meeting February 2003
The Minutes of the Parish Council Meeting held in the Carter Institute on Monday 17 February 2003 at 7:30pm
Present Cllrs James, Cole, Gaertner and Willmer and District Cllr Gray
Apologies were received from Cllr Harris, District Cllr Phillips & County Cllr Hayward
Appointment of Clerk Irene Smith had offered to become Parish Clerk once again. Appointment agreed by Council, salary as before. The Minutes of the Parish Council Meeting held on the 20 January 2003 were read and signed as being correct after the following amendment
Matters Arising69 Minute 4 Village Clock Wiring still o/s difficulties in obtaining an electrician residents had agreed to action Cllr Cole monitoring 72 Minute 9 - Speed Restrictions Mill Lane Cllr Willmer and Cllr James agreed to draw up a list of all outstanding highway matters and to contact the OCC Highways Department. 73 Minute 10- Trees near Bakery Lane on Registered Village Green work completed - NFA 74 Minute 11 Public Liability Insurance for Volunteers Cllr Cole to draw up handouts for all the volunteers regarding safety etc., and the formal delegation of the list of the volunteers to be minuted at the next Parish Council meeting 75 Minute 12 - Village Maintenance - Allotment Pump - Francis Barber to action on list of o/s work 77 Minute 16 - Safety Reports September 2002 Cllrs had inspected their areas and the following concerns were raised Marsh Lane Potholes and verges dropping away e-mail sent to OCC Highways by Cllr James - to be added to list see Minute 72

79 Minute 18- Lawn Mower Quotes - Cllr James dealing o/s 80 Minute 20- WODC Good Practise Guidance for Cllrs & Officers Dealing with Planning Matters Cllr Cole reported to the meeting on the content of the document, which he felt was targeted at the WODC Cllrs and Planning Officers rather that Parish Cllrs, however certain procedures were noted 81 Minute 21 - Information on the Freedom of Information Act - Cllr James to read and report to the next meeting o/s 83 Minute 23 - Safety Reports for November 2002
84 Minute 24 - Overgrown Hedges in Pound Lane Landowners had agreed to cut back shortly. No action taken Council agreed to send a letter Cllr James to action 85 Minute 25 - Vehicle Exit from Windmill Farm Centre Signs not yet erected Council agreed to send letter Cllr James to action 86 Minute 26 - W2002/1934 Erect Single Storey Rear Extension at 5 Bourton Close, Clanfield granted by Planning Authority 87 Minute 31 - W2003/0056 Change of Use of Agricultural Barns at Little Clanfield to Commercial Use these plans were viewed and discussed at the meeting and concerns were expressed at the potential lease of the barns to users of articulated lorries, that would have to gain access, by using Mill Lane which was not acceptable and Cllr James agreed to send in representations to WODC planning authority to this effect. Representations sent - no decision to date 88 Minute 41 - WODC Proposed Byelaws model bylaws Cllr James to read and report to the next meeting still o/s 89 Minute 53 - WODC ROSPA Inspections for 2003 Council agreed to two inspections Cllr Gaertner to complete and return form - actioned 90 Minute 54 - WODC - ROSPA Report Shackle Pins on Junior Swings work o/s 91 Minute 55 - TVP Neighbourhood Watch Consultation Cllrs Gaertner & James to complete o/s 92 Minute 56 - WODC Drugs Information Cllr Gaertner to pass on to the School o/s 93 Minute 61 - Playing Field Grass Cutting Schedules 2003 Council agreed to ask Patrick Edwards if he would maintain as in previous years. Cllr James confirmed that Cllr Harris had actioned. 94 Minute 62 - Elderly Residents Party March 1st - meeting organised to co-ordinate arrangements Friars Court - 24 February at 7-30pm 95 Minute 63 - Parish Plan Cllr Gaertner had attended the workshop see report under Other Proper Business.
96 Minute 64 - Flooding Matters Cllr James addressed the meeting and updated the Councillors on the latest discussions that had taken place with the Environment Agency and on the response received from Thames Water regarding the sewerage. OCC Highways had yet to respond to the email sent to them. The Council had also received three letters from parishioners regarding various matters relating to the flooding. All these matters were discussed at some length and the following action agreed

118 Playing Field It was reported that the old goal post was laying on the ground Cllrs agreed to remove and dispose
119 Parish Plan Cllr Gaertner reported to the Council on the workshop attended and the Parish Council agreed that it would be a good exercise for the Parish to undertake. The following action was agreed as an initial way forward :- · Added to the agenda for the Annual Parish Meeting for discussion · Article in the What Magazine · Letter to be sent to all Village Organisations to ascertain interest · Presentation to be given at the APM by Cllr Gaertner
120 Proposed Date for the Next Parish Council Meeting - 17 March 2003 - agreed
121 Parish Council Elections 01 May 2003 noted Clerk to action all notices as instructed by WODC - last date for nomination papers noon 1st April 2003 although earlier would be preferred

122 Village & Parish Council Notice Boards it was reported that both these were in need of maintenance Cllr Cole to action
123 Buses U Turns in Withy Beds Lorry Park Reported that buses were still swinging round to turn instead of doing a three point turn. Damage was being caused to the surface of the lorry park by this procedure Letter to be sent.
124 Willow o/s Holly Tree House Cllr Cole informed the Council that Goodwood Trees had reported that this willow was in need of attention, as there was damage to the base of the trunk quote given to fell. After discussion, it was agreed that Cllr Cole and the Parish Clerk should obtain a second opinion and investigate further, before any action taken.
Having no further business to discuss the meeting was closed at 9-10 pm |
