The Parish Council Meeting was held in the Carter Institute on Monday 18 March 2002

at 7:30pm

Present – Cllr ‘s James, Cole, Jackson, Harris, Willmer & Smith

120 The Minutes of the Parish Council Meeting held on 18 February 2002 were

read and signed as being correct after the following amendment:-

121 Minute 65 – Village Clock – Wiring still o/s – Cllr Cole to contact Chris Duxbury, as the previous electrician had not responded to the enquiry made.

122 Minute 66 – Large Playing Field – Creation of Rear Entrances from Mill Lane Properties – Information collated and passed to Cllr Jackson for action. Matter still o/s

123 Minute 68- Annual Inspection and Clearance of Village Ponds – Cllr James had contacted the Environment Agency who had promised to take a look at the ponds in the New Year – matter still o/s

124 Minute 69 – Transport/Road Issues -

a) Sewerage Backup in Main Street– It was reported that Thames Water had visited the site and re-lined the drains – it was agreed to monitor the situation. Nothing further to report at present

b) Thames Water -Manhole cover on the Black Bourton Road (4102) – New Type Sealing Plate. -work still outstanding – Clerk to chase for a reply to the previous letters sent

c) OCC Environmental Services – Highways Department - Road Drains Cleaned and Verge Grips - OCC Highways had confirmed that Clanfield was on the waiting list, however agreed to take a look opposite The Granary. Work still outstanding

d) Damaged Drain in Car Park at Queens Crescent –Letter of reply received and report made to the meeting that the work to make the drain safe had been undertaken however the scheme to rectify the drainage problems should commence in the spring.

125 Minute 70 – Lower Green – Potholes on Access Path around The Green

Status of path around Lower Green still not resolved. OALC & OCC dealing. With all the changes in Local Council legislation being co-ordinated by the OALC the Clerk felt it unlikely that this matter would be resolved quickly.

Scheme to Resurface the Withy Bed Lorry Park – Cllr Cole gave a short report to the meeting on the present situation. All potholes on surface and surrounding pathways had been filled for safety reasons, however he was still chasing up on the quotes for the scheme to resurface the lorry park area.

The Clerk was asked to write to the new bus contractors to ask that they do not do ‘u turns’ in the area as this will damage the surface again, unless they are prepared to contribute to the resurfacing costs

126 Minute 71 - Playing Fields -

Large Playing Field – Tree maintenance – Cllr Harris reported that the maintenance had been completed. NFA

Small Playing Field – Cllr James reported that he had heard nothing from the West Oxfordshire Housing Co to date – agreed to chase up. Matter still o/s

127 Minute 72– Bank Erosion outside Tincknells – Cllr Willmer to look into costs of rebuilding.

128 Minute 73- Trimming of Dogwood near Tincknells –scheduled for trimming 23 February 2002 – Work completed – Thanks expressed to all who helped. NFA

129 Minute 74 - Village Signs – Flaking Paintwork – No reply received to letter sent – Clerk to chase up

130 Minute 75 - Lower Village Green – Report of Dead Trees – maintenance to be carried out in spring 2002- when easily identifiable. Still o/s

131 Minute 76 - Petrol Hover Mower – Cllr Cole reported that the actual cost had been £270 + VAT. Council agreed this slight increase in the payment

132 Minute 77- OCC – Newsletters – Speedwatch – Signs still in place and nothing heard from the speedwatch campaign organisers – Cllr James agreed to collect signs when asked.

133 Minute 78- Dog Litter Bins – Clerk had received confirmation from WODC that a further bin would be erected in the large playing field shortly.

134 Minute 79 - Safety Reports –Bridge Repair Near Entrance to Friars Court Farm- Clerk confirmed she had spoken with OCC Highways and that they were monitoring the site, there had been unforeseen problems with the levels, which needed to be rectified.

135 Minute 80 - Playing Fields –Renewal of the Lease on the Large Playing Field – Cllr Jackson confirmed that he was reviewing the lease agreement and would be in a position to report to the Council shortly. Nothing had been heard from the owners of the land regarding a rent review, so until contact was made by them, Council agreed to carry on paying the current rent

136 Minute 81 - Parking of Vehicles on Registered Village Green – Clerk confirmed that she had replied to all correspondence received on this matter. Cllr Willmer reported that the residents of Fuschia Cottage would prefer not to lock the metal gate across their access, and had declined the offer of a combination lock. NFA

137 Minute 82 - W2001/1680– Demolition of Existing Storage Buildings and Erection of Four Terraced Houses at Stonecroft, Main Street, Clanfield. – Clerk confirmed she had contacted WODC and was informed that no decision had been made to date

138 Minute 83 - Housing of the Village Mowers 2002 Season- Cllr James reported that Mr & Mrs Richard Pocock were happy to have the village mowers on their premises

139 Minute 84 - Safety Reports –Building debris and soil was being dumped in the Playing Field – Cllr Harris agreed to obtain some topsoil and re-instate the playing field surface. NFA

140 Minute 85 - Playing Fields – ROSPA - Report received – contents were read

- no major risk problems – Working party organised for Saturday 20 April at 8-30am to make minor repairs and fork over chippings etc.

 

141 Minute 90 - OCC – Planning Green Paper- Views – Cllr James confirmed that a response had been sent – Clerk asked for a copy for the records. Further correspondence that had been received from OALC and was passed to Cllr James to view and report to the next meeting

142 Minute 91 - Safety Reports – Road Studs Missing – Reply received – not OCC policy to replace studs on minor rural roads however holes would be filled.

143 Minute 93 - Speed Restrictions – Mill Lane – Cllr Harris had had an on site with OCC senior traffic technician and the location of the signs agreed - approximately 2 months before authorisation received from Department of Transport, then work can be scheduled.

144 Minute 94 - Bus Shelter – Graffiti – Cllr Gaertner not present at meeting – matter still o/s - with regard to painting out permanent markings.

145 Minute 97 - W2002/0092 – Replace Existing Stonesfield Slates on Rear Elevation with Re-constituted Cotswold Slates. Remove Existing Three Roof -Lights and Replace with Dormers on South Elevation and an Additional Dormer on East Elevation at Forge House, Bampton Road, Clanfield – granted by Planning Authority

146 Minute 98 - W2002/0127 – Erection of First Floor Extension over Existing Garage at York Cottage, 21 Pound Lane, Clanfield- No decision to date

147 Minute 99 - W.07/02 – Application for Renewal of Consent for One Double Prefabricated Classroom Building (Ref.E034) for a Temporary Period of Five Years at Clanfield Parochial School, Main Street, Clanfield – Viewed and discussed – no representations to be made. No decision to date

148 Minute 100 - OPFA – Membership Renewal 2002 – Membership renewed – receipt passed to Cllr Cole.NFA

149 Minute 101 - ORCC – Best Kept Village – Entry Information – Cllr Gaertner had sent a report to the meeting that he had completed the necessary forms – After discussion Council agreed to enter again this year and that the entry forms could be returned

150 Minute 103 - OCC – Notice and Agenda for Meetings with Town & Parish Councils – Thursday 7 March 2002 – Cllr James apologised that he had not attended. NFA

151 Minute 104 - WRVS – Donation Request – Clerk to request details of service within Clanfield

152 Minute 105 - WODC – Leader+ Award – Notification of Successful Bid – Original information was missing – Clerk to obtain info from WODC

Other points were the costs of the journey to Witney via the Stagecoach bus service and the lack of any bus service after 6pm

171 WODC – Notification of District Councillor Election 2 May 2002 – Clerk had posted the Notice on the notice board

172 WODC – Parish Link – March – contents read and noted

173 Letter of Resignation – Cllr Smith handed in her resignation from the parish council for personal family reasons. The Chairman and fellow Councillors thanked Cllr Smith for all her time and efforts during her term of office. Council agreed to advertise the vacancy in the Clanfield ‘What’ magazine.

175 Safety Reports – Councillors present handed their reports to the Clerk – the following areas were highlighted for action

Overhanging Trees in Main Street – Cllr James to approach residents

Pathway outside 17 Mill Lane – to be reported to OCC Highways

Kerb Drain Broken – outside 18 & 20 Mill Lane

Large Dangerous Pothole left-hand side – just past lay-by & 30mph sign in Mill Lane

Causeway Path from Bakery Lane to Foundry House needs some attention – Parish Council to action

Road Edges and Potholes in Marsh Lane and Stocks Lane still causing concern, however these have already been reported to OCC and low priority rating given

179 Clanfield Parish Council – Resolution to Adopt the New Code of Conduct –

Clanfield Parish Council RESOLVED

(a) In accordance with section 51(1) of the Local Government Act 2000, the Council adopts the Model Code of Conduct set out in the Schedule to the Parish Councils (Model Code of Conduct) Order 2001 without amendment as the Council's Local Code of Conduct with effect from 15 April 2002.

(b) Every member of the Council shall sign a Declaration of Acceptance of Office, incorporating the statutory undertaking to observe the approved Local Code of Conduct and return it to the Clerk by 14 June 2002 at the latest.

(c) The Clerk shall inform the District Council's Monitoring Officer as follows:

(i) That the Council has adopted the Model Code of Conduct as the Council's Local Code with effect from 15 April 2002 within five working days of the meeting approving the resolution set out in paragraph (a) above; and

(ii) That each member of the Council has signed and returned to the Clerk the undertaking to observe the Local Code of Conduct by 20 June 2002 at the latest.

The above resolution was proposed by Cllr Anne Harris, seconded by

Cllr David Jackson and voted unanimously to be adopted

The Clerk furnished every Councillor present with the appropriate forms for completion.

180 Annual Parish Meeting – 15 April 2002 – Arrangements were discussed and finalised

181 Clerks Resignation – Cllr James reported to the meeting that he had received a letter of resignation from the Clerk, who was sorry, but that she was unable to continue in her position with the increasing workload over the last few months and the predicted increase expected in the future. She had given notice of her intention to resign after the May meeting. Cllr James thanked her on behalf of the Council for her excellent work, and discussion took place to advertise the vacancy, in the local press

182 Proposed date of Next Parish Council Meeting – 15 April 2002 – agreed to follow the Annual Parish Meeting

183 Queens Crescent – Proposed Planning for the Formation of a Parking Area – an enquiry had been made as to when this work would be carried out. Clerk to make enquiries with the District Councillor as the land was now under the ownership of the West Oxfordshire Housing Company.

184 Speeding Traffic – Complaints had been received regarding the speed of traffic entering the village from the Bampton Road – Clerk agreed to contact the Thames Valley Police

185 Trail Bikes – Complaints received of youngsters riding trial bikes along Marsh Lane and on private land in the area, causing damage and nuisance – Clerk agreed to contact the Thames Valley Police, with this as well.

186 Trees - Causing Concern

Westfield House – Cllr James to contact residents

Pound Lane – Land near Churchyard – Cllr Harris to contact owners of land.

 

Having no further business to discuss the meeting was closed at 9-30pm
