Parish Council Meeting July 2002

 

The Annual Parish Council Meeting was held in the Carter Institute on Monday 15 July 2002

at 7:30pm

Present - Chairman Cllr James, Cllr’s Cole, Gaertner ,Willmer and Harris,

District Cllr Gray

Apologies – were received from Cllr Jackson & District Cllr Phillips

The prospective Parish Clerk Joanne Steedman attended the meeting

Declaration of Interest – None Received

The Minutes of the Annual Parish Council Meeting held on 17th June 2002 were read and signed as being correct

Matters Arising

356 Minute 188 – Village Clock – Wiring still o/s – Cllr Cole had spoken with Chris Duxbury again, and he would chase him up to complete the work.

357 Minute 189 – Large Playing Field – Creation of Rear Entrances from Mill Lane Properties – unable to contact the party, and no further communication had been received.

358 Minute 190- Annual Inspection and Clearance of Village Ponds – Cllr James had contacted the Environment Agency who had promised to take a look at the ponds in September – matter still o/s

359 Minute 191– Transport/Road Issues –

Sewerage Backup in Main Street– It was noted that Thames Water had completed the works in Main Street and the bottom of Mill lane

360 Minute 192– Lower Green – Potholes on Access Path around The Green

Status of path around Lower Green still not resolved. OALC & OCC dealing. With all the changes in Local Council legislation being co-ordinated by the OALC the Clerk felt it unlikely that this matter would be resolved quickly. Still o/s

Scheme to Resurface the Withy Bed Lorry Park – Cllr Cole reported that this work was completed

361 Minute 193 - Small Playing Field – Cllr James reported that he had been in

contact with The West Oxfordshire Housing Co, who now owned the land and was waiting on a decision from them – still o/s

362 Minute 194– Bank Erosion outside Tincknells – Cllr Willmer to chase up quote. Still o/s

363 Minute 195 - Village Signs – Flaking Paintwork – Cllr Harris reported that the company involved had collected the sign (entrance to Clanfield from Faringdon) and were in the process of repainting it.

Minute 196- Lower Village Green – Report of Dead Trees – Cllr Cole reported that he had contacted Francis Barber and that they had agreed the work would be done in the autumn o/s

365 Minute 202 - W2001/1680– Demolition of Existing Storage Buildings and Erection of Four Terraced Houses at Stonecroft, Main Street, Clanfield. –a letter had been received from the WODC outlining the decision of the Thames Water Utility on this planning decision, it went on to describe the land drainage that would be required inviting the parish council to respond if not in agreement, the council did not feel it could comment on this technical decision. Cllr Grey added that this matter had now been passed in the planning meeting held earlier that

366 Minute 203 - Playing Fields – ROSPA - Report received –The chains still needed attention o/s

367 Minute 205- Speed Restrictions – Mill Lane – Work outstanding awaiting authorisation from Dept of Transport o/s

368 Minute 217 - Safety Reports –

Pathway outside 17 Mill Lane – Awaiting OCC - completed

Kerb Drain Broken – outside 18 & 20 Mill Lane – Awaiting OCC – work o/s

Causeway Path from Bakery Lane to Foundry House – waiting on Francis Barber to fill potholes

Road Edges and Potholes in Marsh Lane and Stocks Lane – acknowledged by OCC – low priority

Thames Water STW upgrade– Cllr James had spoken with Gleesons, the main contractor, and were advised that King Cranes would be repairing the verge side damage. This damage was subsequently repaired on 12/07/02. Gleesons have also erected signs indicating that traffic to their site should not use this entrance to Marsh lane.

The wire inner basket of the litterbin on the top green was missing –Cllr Cole offered to construct a replacement.

Tree unstable at bend on ‘S’ bends on Radcot Road – likely to fall on to the road – Cllr Willmer to action. still o/s

369 Minute 221 - Speeding Traffic – Further letter of complaint received – Cllr Willmer to investigate possibility of speed humps on Bampton Road entrance to village still o/s

370 Minute 227 - W2002/0595 - Erection of Stable Block, Including Tack Room and Hay Store on Land Adj to Hunters Court, Bampton Road, Clanfield – No decision to date

371 Minute 228 - OCC – Little Clanfield Carriageway Repairs- this work is now complete NFA

372 Minute 238 - Safety Reports –Hedge at 32 Mill Lane - this had now been dealt with NFA

Cllr Harris to speak with the occupants of Laburnum Cottage reference their hedge

373 Minute 243 - Trees near Bakery Lane on Registered Village Green – Cllr James to pass telephone number on to Cllr Harris

374 Minute 286 W2002/0723 – Removal of Existing Conservatory & Erection of Single Storey Extension to East Elevation at Brookside, Langley Lane, Little Clanfield – Notification of decision – granted NFA

Representatives Reports

375 Oxfordshire County Council – Cllr Hayword reported on the situation with respite homes for the elderly in the county. That the situation had been resolved with Government and charity monies.

376 West Oxfordshire District Council – District Cllr Grey reported on the situation with the Buses in the area, recent meeting he had had confirmed that the no 19 (Witney) is to be re-tendered (by 27/10/02) for on its original basis (he did point out that operators could make alternative suggestions). It was also suggested that the no 18 (Oxford) might be increased to and hourly service

He had also pointed out that the need to satisfy the transport problem after 18:00 might be satisfied by extending the Bampton 100 service into Clanfield at least twice a night, this would depend on how the timetables worked out

377 OALC Membership details and invoice for 2002 Cllr Cole to pay

378 Minute 343Letter from Parishioner Peter W Langley, commenting on: -

a. The blocked drains outside 2&4 Mill lane – to be reported to OCC o/s

b. Cllr Cole confirmed that he was to check with Parish Council insurers that people performing works on behalf of the council would be insured if they should contract a disease or medical condition as a result of those works.

Planning Applications: -

W2002/1012 – Alterations & Erection of Two story side extension to 25 Mill Lane Clanfield – no decision received

W2002/1150 Installation of LPG tank and repositioning of garden fence at 34 mill lane Clanfield no representations were made

Oxfordshire County Council W.18/02 Application for the existing single prefabricated building (classroom) and the replacement with a single prefabricated building for a temporary period of 5 years at Clanfield Parochial school no representations were made

400 Cllr Cole presented the following report showing the bank balances and the receipts and payments: -

401 Safety Reports – July – The safety reports were handed to the Clerk and the following areas were identified as in need of attention

Fence opposite ChestLion Farm needs permanent repair, WODC to be notified

402 Playing Fields – Renewal of Lease – Cllr Jackson have began negotiations with Smith Wooley, he was now asking for approval to go ahead on the following basis

A 21 year lease at rent of around £1800-£2000 per annum, with an opt out for Christ College in the event of a development opportunity of 2 months notice

The councillors after detailed discussion agreed the following

- that they would agree to a rent of near to £1800 as was negotiable

- that a years rent be paid if the lease was relinquished on Development grounds

- that a alternative playing field was provided if the lease relinquished on development grounds

- that the Parish Council would not be expected to revert the land to its original state at the end of the lease whether early or full term

Best Kept Village Competition –Unfortunately we were not placed this year

Her Majesty The Queens Golden Jubilee Party 3 June 2002 Cllr Cole pointed out that the damage to the Marquee caused by children playing in and around it amounted to £85, this was below the insured threshold and therefore the PC would have to pay it

New Parish Clerk The post of Parish Clerk was offered to Mrs Joanne Steedman of 41 Vanner Road Witney OX28 1PE Joanne accepted it,.with a start date of August 2002

406 Proposed date of Next Parish Council Meeting 16th September 2002 –

407 Any Other Business –

a. Problem with the pump at the allotments was reported, it was suggested that it was used more regularly to see if the problem was caused by lack of use

b. The barriers on the bridge at the Tavern junction and the safety barriers outside Tinknels require painting it was agreed that a working party would carry out the work on the 21st September 2002

Having no further business the meeting was closed at 8-50pm
